This is called the Interview Waiver Program.
19. Am I eligible for the interview waiver?
UVA will ask you specific eligibility questions such as:

Expiration date of your last visa
Your age

Whether your previous visa was approved
Whether you had any refusals
Whether your fingerprints are on file
This allows us to pre-screen your eligibility.
